Violating Is the Problem in Politics
People tend to go along with agreements when they get the results they want, and then start querying them when they don't. So there has to be a willingness to impose costs on those who make an agreement and then wilfully violate the bargain,. instead of push towards the next time we sit at the table reviseit.
