NOVA and Starks both target a similar computational model where there is the same subcircuits that are executed. With NOVA, because it's a recursive proof system and it also provides low recursion overheads, you're able to do this in an incremental fashion. But then if you have to continue executing, then you need something called a "recursive stock" So more flexibility and I guess less proof of work in the end.
