This month, Mexican lawmakers voted to maintain the army's street presence. It's part of a gradual increase in the power and responsibility of the army. But they're also doing a lot more in terms of civilian functions and playing a role in the economy. They're running ports, they're building a tourist railway, they're helping to run social programs.
