The first successful fly by ever of another planet was nassa's mariner two craft, which encountered venus in late 19 62. In 19 65, mariner four became the first craft successfully navigated to encounter mars. At the point herbert was writing, even navigating simply between the planets within our own solar system was a venture characterized mostly by failure.
