Introduction

When Federico Peña was elected mayor in 1983, downtown Denver was struggling. The oil boom was about to go bust and businesses were fleeing for the suburbs. All of our major retail centers moved to the suburbs. Our downtown vacancy rate for Class A office space was 30%. We had record bankruptcies, record foreclosures. Because of that, we lost all of our major department stores.
