The Legacy of Emperor Norton
In September of 1872, Emperor Norton issued a proclamation ordering the citizens of San Francisco and Oakland to appropriate funds. The city fathers were slow about enacting these decrees, so he ordered their arrest. As we'll see, the bridge and tunnel are an important part of Emperor Norton's legacy.
