The Constitution was an attempt to manifest principles that are laid out in the declaration, albeit manifesting them in imperfect ways. We could say that even today our civil rights are not applied equally to everyone. The Declaration of Independence aims to emphasize a lot of people's missing project: protecting their natural rights.
