Is There a Difference Between Civil Law and Criminal Law?
The issue of genocide in Canada was framed by the system right at the beginning of the civil law. When you break somebody's window, you have to compensate them. That's how the mass murder of children was framed. So yeah, a civil law crosses over into criminal very easily. The reality is it doesn't matter what the offense, every human being on the planet is liable.
