The Counterintuitive Moments of Hoover

In 1966 Hoover says to his agents that we are going to stop using a lot of the controversial tactics sometimes as they openly acknowledge illegal tactics. He's talking about wiretapping and bugs but in particular he's very concerned about what the FBI calls black bag jobs which are breaking and entering warrantless breaking and entering either to collect intelligence evidence so to say get the membership list of the communist party or in some cases to plant bugs. The FBI often did this without any warrants and often without the knowledge of even the attorney general so in 1966 Hoover starts issuing these memos saying we're not going to do this stuff anymore. It is one of the strangest moments and most counterintuitive moments isn't it?
