The Rise and Fall of the Progressive Movement
The original progressive movement of the late 19th, early 20th century was all about this whole idea of bureaucracy. A lot of this rose up in response to an era in which citizens had very little voice of any kind in city planning. The archetypal example here is obviously Robert Moses, who is now infamous for just tearing black and Latino neighborhoods to the ground with freeways.
