Rhea Suneck has launched a new policy to stop migrants coming across the border. But it's going to be very hard for them to enact this policy, says John Defterios. The smugglers will work out that they'll get more money for smuggling people out as you can - and then smuggling them. It's played well with focus group voters ahead of local elections.
