The Utopian Vision of Icutests

In this universe, people realize that even if there was a single rankable number, that difference in capacity still wouldn't justify the kind of cruel disregard for human life. No matter where anybody was on that spectrum, they still had inherent personal value and should be treated with respect by society. It's the wrong assumption about human intelligence to do that. And most school systems, the way it works in a lot of places in america, is that you get less funding the worst kids do on tests, not more. So it doesn't get help to the people who need it. It does the opposite.
