The National Highway Transportation Safety Administration had to study the problem of car fires. 40% of all calls to all fire departments in the United States and the 1960s were cars on fire. You would have to see a car on fire, have a dime in your pocket, be near enough to a pay phone to report it. The ATSA also had to contract with people to study this stuff.
