It's very difficult to know where we are in the cycle of escallation because there's such a broad range of types of action. Even if puton truly believes that to respond to interference at this high level of an election, i think just letting it go unanswered potentially sets a dangerous precedet. And that the risks of potential escalation are outweighed by the risks, or costs, of actually doing nothing.
