In December of 1860, just before Lincoln's inauguration, South Carolina became the first state to secede from the union. Buchanan sought to appeal to southern moderates who might prevent the session in other states and again proposed this package of constitutional amendments. Despite all of Buchanan's efforts, six more slave states had seceded by the end of January 1861.
