Racism was and is a major problem in the united states, but during the cold war it was also a public relations disaster. Segregation obviously complicated the united states ability to build relationships with black elites in newly independent countries. It also threatened to alienate potential allies in europe. The former colonial powers resented being told that they had to let go of their colonies while the united states continued to mistreat its own black and brown citizens. For liberals at the state department jazz offered a vision of america as it could be rather than how it was.
