What Is Needed for a Hyper Democracy?

We could have created te uen before the second world war, because it was ready. But we wait for catastrophe before doing it. What's needed is holo flow at the world wide level on the main issues. We need wolo flow for health, for education, for digetils, for food, for renewable energy and for labor. The wole flow is leading to a kind o woun say, well government, but at least well governed.
