The trials of B and C war criminals began in August 1946, nearly a decade after the rape of Nanking had begun. More than a thousand people testified about 460 different cases of murder, rape, arson, and looting. The prosecution simply had to accept that there was no way they're going to be able to charge everybody with everything. There is not a lot of surviving witnesses to a lot of stuff.
