The Negative Effects of Level of Service on Transportation Planning and Engineering

Level of service is probably the most commonly used way to evaluate roadway operations in my experience it's usually used at intersections. If you have a level of service a or b or c for sure that just means you overbuilt and you wasted many building facilities you didn't need to build. The conservative thing to do when considering a transportation investment is to oversize everything, which i see done so often in north america.
