Rule of Law in Institutions
There's all sorts of different things that you can do to try and make institutions more responsive to the needs of the population. And, you know, we know that rule of law is really important because we see that now, hundreds of years later, the places that had bad rule of law are still worse off. It's not clear to me, given the persistence, it's notclear to me that just putting in place a new framework actually delivers those results.
