Russia's Targeting Cycle

Russia has a major problem going after dynamic targets and relocatable targets. Their ISR has serious limitations, whether that's airborne or whether that's orbital. They can't even go after high Mars despite prioritizing this now since June. And yet they claim that they have, I think, what is it, 210% of high Mars?
