The Colorado River Compact
The Colorado River Compact was signed in 1922. It carved up the shares of the water into an upper basin and a lower basin. The dividing line is at Lee's Ferry, which is located downstream of Glen Canyon Dam. Mexico secured its water allotment in 1944 under a separate treaty agreement with the U.S. government.
