The Global Refugee Crisis
The UN Convention on Refugees was signed in 1951, the US Refugee Act of 1980 put it into US law. It said that anyone who has a well-founded fear of persecution should be treated as a refugee if they cross national borders. The numbers have risen and fallen but compared to 10 years ago, we're now at record-breaking levels. And this is probably doubly paradoxical because there aren't any wars between states at the moment. This is a time when the state system may be weak, but it is not a feature of the modern international relations environment.
