Do We Refer Members of Congress to the Justice Department?

Schiff: We were wrestling with what's the proper remedy for members of Congress that violate their oaths. And when we did that, and here I'm talking not members of Congress, but others, we were only batting 50-50 with the Justice Department. It looked like that would be a potentially problematic remedy. The ethics committee is the one committee in Congress equally divided between the parties.
