Is Turing Complete a Total Language?

The language is total. So I guess it means that you can do lots of things and there is a formal definition of what do you mean by a lot? They can prove that the language is not useless. Yeah, we actually used doll at work. It's definitely possible to use it for plenty of useful things when it comes to configuration format generation. But yeah, I don't have a concise way to explain what it means.
