When we look at the Shintasta culture, we are seeing chariots with horses. So obviously they're driving them. But anyone who's worked with horses and ridden horses would probably argue just in terms of even the equipment you need, riding a horse seems more intuitive to start with than driving a horse. The technology we have in the ancient world isn't suited to pulling really heavy loads for horses,. which is why we don't see horses as sort of primary agricultural animals until well into the Middle Ages.
