The IMF's Concessional Emergency Loans to the Poorest Countries in the World
The IMF gives out concessional emergency loans with a lot of conditions attached or requiring reforms. The type of lending you get from the People's Bank of China comes via these swaps to central bank reserves, and it sometimes comes from state-owned banks. These are debts that have built up, and as we hit the pandemic, countries ran into trouble, and they want to bolster their foreign exchange reserves. Some critics would charge that a lot of those debt problems come as a result of Chinese lending.
