Is She's in a Block of Flats?

The Manchester City Centre flats she lives in have only two large apartments on each floor. Each set of apartments is locked off from the main stairwell with the keypad. Only one person could have known what was happening to her, and apparently they either weren't home or were too scared to intervene. The police pulled the guy's monster mask off, but I didn't recognize him at all.
