The Westerly Winds Over Indonesia and West Pacific

Much of the El Niño action takes place under the surface, a blob of warm water driven by these westerly winds towards the South American coast. In 1997, a series of windbursts drove the system that way, but so far this year, ocean and atmosphere haven't got their act together. I have the sense that July is going to be the maker break for this El Niño, unless the atmosphere becomes engaged.
