I'll Have Mercy and Not Sacrifice
Matthew's audience is going to be very focused on scripture including Pharisees and scribes who know all of these scriptures word for word Jesus says in Matthew 9 13 but go ye and learn what that meaneth I will have mercy and not sacrifice for I am not come to call the righteous but sinners to repentance so beyond an excellent analogy the who needs doctors the sick not the whole Jesus adds a scripture that to his immediate audience would have been very well known as well he's quoting hosea chapter six verse six. In it the Lord lays it out very clearly if I had to prioritize mercy or sacrifice I'll take mercy thank you very much If it's inner attribute versus outward action let's go
