Lord fairfax was a large landowner, nobleman from england. He owned a big part of virginia. His son was a very close personal friend of washington. So fairfax was not only friends, but became the name of a territory. They determined that they would stop doing business with england until they resolved the issue. Was breaking off their commerce, which was an important livelihood for the british and a great personal sacrifice for the americans.
