He says St. Thomas's doctrine on grace as opposed to John Calvin's for example is that God doesn't just cause Peter to do X it causes Peter to freely choose to do X and again this is simply the corollary of the notion that all the being that we have comes 100% of course from God so if you apply that same principle to grace you get some of these consequences.
