The History of the Ottoman Empire
The Ottoman Empire suffered a series of territorial losses in the late 1800s. This led to resentment and desire for social reform among young Turks. In 1908, officers of the Ottoman Third Army mutinied against Sultan Abdul Hamid. They were part of a loosely organized network known as the Young Turks. The Turkish government responded by sending three delegates from the CUP to oversee the drafting of a new constitution. But they left without any recognition of the demands of the Young Turks or their own people.
