Is the Federal Republic of Brazil Governed?

Babylonia was technically pacified ten years ago. The only thing that remains of pacification operations is literally that one cop in that one outpost at pretty much the bottom of the hill. There's conflicts between cops and andd and the gangs, but it becomes very much like clitions of personal vendetta. These people are not engaged in a war to extend legitimacy in the control of the federal republic. They're there to murder criminals because they kille their friends.
