John Locke's theory of religious toleration is not a practical recipe. But we can take from him a structure for thinking about the issue of personal freedom, he says. The key distinction was between theoretical beliefs and practical beliefs. What you can do to one another is within the space that the political sovereign is responsible for - it's not protected by religion.
