In a democracy, the army is a public institution. Is, who does it belong to? We don't really know. War became a kind of game between sovereigns. It was avarice and calculation that made war more humane. When there are property reminsing these soldiers, all the sudden you have this responsibility ow you don't want to just lay waste o them. Thatis a lot easier to protest than, well, your duty to the country,. I will say one thing that might be conflating a little bit if you study military history: Soldiers were extremely expensive in large part because you had to train them.
