Is God Rejecting His People?

Paul says God has kept for himself 7,000 men who have not bowed the knee. So too at the present time, verse five, there is a remnant chosen by grace. Paul's argument here is that this is not the first time in redemptive history that the question has been asked, has God rejected his people?
