What Can Be Done?
There is often a first mover who is willing to pay a high price in order to enable the technology iventure with solar camels. That was the government of germany, which went all in on a what it called an energy transition. The administration has really shied away from executive action for variety of reasons. Executive action is vulnerable to being overturned by a conservative inteval itis and comes with unorial political consequences.
