How to Avoid Tattoos in Japan

Kevin in New York says a friend of mine is looking forward to a trip to Japan this summer. She has several large tattoos and according to some chat groups, she learned the tattoos may not be socially acceptable in Japan. Is that true? And if so, do you have any suggestions? Perhaps she can wear long clothes that will cover most of the tattoos while in public.
