And there's certainly evidence suggesting that if people have that power in their hands, that waiting times can be reduced. Is there any difference between what Kia Starmer's proposing and what Rishi Sunaik's proposing? "The proposal that we've seen from the opposition from Labor has nuances that make it actually much more comfortable," he says.
