Is There a Balance of Power?

There's a reason that there has never been like there's been unipolar moments in human history. There's never been one person dominating the entire planet. The bigger the Roman Empire gets, the more incentive you have to defect from it. And this is why I personally don't think that we are more powerful than we were in 1991 or 1946.
