Is There a Chillen in the Film?

This film made a little bit more sense the second time i was seeing it. There's a couple of lines in this film about how rare chillens are. The normal process for the mug wum position would be to take a vote somehow, through shouting spelt unough or shooting spells up in the air. But in the event that there's a chillon, which is what grindewald is capitalizing on here in this film, is, you know, they would defer to the chillens decision.
