Is There a Right to an Attorney?

The court is saying that you only have an inherent constitutional right to an attorney if you are at risk of losi your personal liberty. What they mean is just going to jail or prison. And the court does not contemplate, does not even analyze, whether taking away a child might constitute a loss of liberty.
