Law marks expansion of public space at the expense of private space. We are afraid to let people be guided by their own moral judgments in case they arrive at judgments which we do not agree with. The quest for greater security and reduced risk is a major factor behind legal rules. Public order, health and safety, employment and consumer protection account for a high proportion of modern law-making.
