The IRA doesn't have very many actual penalties except for two big penalties that we should really talk about. So it's going back to deficit talks. The congressional budget office is going to score the bill and say it's got roughly $370 billion of spending via all of these tax credits. And therefore they have to be matched by some revenue raises, which is US sort of a speak for taxes.
