The CFPB was given broad regulatory and enforcement power over not only the financial industry, but also other industries. It gets its money directly from the Federal Reserve, and the Fed has to give it up to 12% of the Fed's entire operating budget. So Congress and taxpayers have no say in how much it actually gets, only the upward cap.
