Central banks buy a diverse, by diversified portfolio of other countries debts to have part of their asset banking for the central bank itself. The only reason you borrow money in foreign currencies as a private corporation is because you need that foreign currency to buy goods made in another country. So it's very, very different situation when you've, when you're borrowing a foreign currency as a non-government entity and doing it to buy foreign goods.
