Are You OK With the Way Things Are Working?

i wonder how important is it to you to give a definition of legitimacy that could be satisfied without our focusing on how ok with it people are. It doesn't just mean liking a government of absolute arbitrary power, well, i'm going along wit what the govrnment says because i'm going to be killed otherwise. Such a government might be legitimate if everyone starts saying an, im ok with that. But the government might be illegitimate even if people are following the rules. And we can ask whether a system has legitimacy by asking, do the people in that system feel ok with the way things are working?
