The Three-Tier System Is in Place for 80 Years

The three-tier system has been in place for what? 80 years now. North Carolina has a state monopoly on liquor sales, but they also passed an exception for microbreweries back in the 1980s. Other states have a two-tier system and they seem to be able to tax alcohol just fine. So why was Georgia Secretary of State Brian Kemp at the time? Why was he touring the Make and Beer Company? We figured that maybe he had heard about all of the regulatory trouble and was coming to lend some political or administrative assistance to Georgia's struggling craft brewers.
