A paper from pierre azolet looked at, if you tryd to take two populations that you know by most observable characteristics seem pretty similar. It found that grant recipients were 98 % more likely to produce work that is in the stert of top one percent by citations. And so i guess michael's and my corps strongest view is that we really should be experimenting more here. The returns seem likely to be very igh.
